<b>4,1 puntos porcentuales<\/b> respecto de la segunda mitad del a\u00f1o anterior, cuando hab\u00eda sido de 28,2%. El diputado consider\u00f3 que la metodolog\u00eda empleada entonces <b>sobreestim\u00f3 la pobreza<\/b>.<\/p>\n<div class=\"marfeel-recommender marfeel-recommender-5\"><\/div>\n<p class=\"paragraph\" data-paragraph-number=\"6\">La tercera limitaci\u00f3n afecta a los <b>ingresos de los trabajadores informales<\/b>. La encuesta no puede ponderar con precisi\u00f3n cu\u00e1nto gana una persona que desarrolla actividades fuera del sector formal, ya que depende de las respuestas de los entrevistados.<\/p>\n<p class=\"paragraph\" data-paragraph-number=\"7\">Ante esas dificultades, Lousteau cit\u00f3 una investigaci\u00f3n del <b>Centro de Estudios Distributivos de la Universidad Nacional de La Plata (CEDLAS)<\/b> que recalibra las mediciones para corregir esos desajustes. En ese marco, reconoci\u00f3 que el indicador descendi\u00f3 en 2024 y 2025 respecto del m\u00e1ximo posterior a la <b>devaluaci\u00f3n de diciembre de 2023<\/b>. \u201cEso no est\u00e1 en discusi\u00f3n\u201d, escribi\u00f3, aunque plante\u00f3 que el debate debe centrarse en cu\u00e1nto de esa baja represent\u00f3 una mejora efectiva y si pod\u00eda sostenerse en el tiempo.<\/p>\n<p class=\"paragraph\" data-paragraph-number=\"9\">Seg\u00fan su interpretaci\u00f3n, la trayectoria favorable \u201c<b>primero se estanc\u00f3 y luego se revirti\u00f3<\/b>\u201d. Y parafrasea el libro <i>Agenda for the Nation <\/i>(1968), del premio Nobel James Tobin, quien reflexion\u00f3 sobre ello al se\u00f1alar que <i>\u201clas administraciones ser\u00e1n juzgadas por el \u00e9xito o fracaso en reducir la medida oficial de incidencia de la pobreza\u201d<\/i>. \u201cLo que quer\u00eda decir es que no hay evidencia m\u00e1s contundente de que una pol\u00edtica p\u00fablica funciona que cuando logra \u201cmejorar el ingreso de los pobres\u201d (as\u00ed se llamaba el cap\u00edtulo que escribi\u00f3) en forma sostenida.
